Switzerland tries its take on a surveillance-system which could be used to
\nmonitor all satellite-based communication, inlcuding mobil phones, some
\ninternet traffic and more. Such a system already exists, operated by the
\nUSA, Canada, New Zealand, Australia and Great Britain, called Echelon (see
\nthe Statewatch Report<\/a> from 1997 on Echelon). The Satos 3 project was slipped
\nhalf-covertly into the budget as “renovations for military buildings” and
\nis now built in the town of Zimmerwald and Heimenschwand. The following
